BAN ON TRANSFERS OF REGISTRATION STAFF DRAWN BY ELECTION COMMISSION OF PAKISTAN FROM EDUCATION DEPARTMENT

            Islamabad, June 9, 2006.- Kanwar Muhammad Dilshad, Federal Secretary, Election Commission of Pakistan has said that the Chief Election Commissioner has directed that all the Registration Officers, appointed for the purpose of preparation of fresh computerized electoral rolls, are imparted necessary training about fresh preparation of electoral rolls. Accordingly in the first instance, all the DECs were imparted training on 29th-30 May, 2006 under the auspices of Federal Election Academy in collaboration of United Nations Development Programme (UNDP) in the ECP  Secretariat, Islamabad.
 
 
2.         As a corollary of this workshop, Assistant Election Commissioners, who are also Registration Officers of the districts, are being trained in their respective provinces. The Assistant Election Commissioners in Punjab have been trained on 7th June, 2006, while in NWFP on 8th June, 2006. Assistant Election Commissioners of Sindh Province are scheduled to be trained at Karachi on 10th June, 2006 followed by the training of Assistant Election Commissioners of Balochistan in the next week at Quetta. In turn the Registration Officers will impart training to the Assistant Registration Officers, Supervisors and Enumerators of their respective area of jurisdiction.
 
 
3.         The Secretary, Election Commission has further stated that for the purpose of preparation of computerized electoral rolls, 144 Registration Officers, 2240 Assistant Registration Officers, 28,665 Supervisors and 85,517 Enumerators have been appointed throughout the country. The Assistant Registration Officers, Supervisors and Enumerators have mostly been drawn from the Education Departments of Provincial Governments.
 
 
4.         The Secretary, Election Commission has also stated that under the direction of Hon’ble Chief Election Commissioner, the Chief Secretaries of the provinces have been requested to issue necessary instructions to heads of Educational Institutions not to transfer their staffs, who have been appointed as Assistant Registration Officers, Supervisors and Enumerators till the completion of the enumeration process to enable them to carry out work of national importance smoothly and without fear of transfer. In response the Provincial Governments have issued instructions and assured of their full cooperation until completion of this gigantic task.
