Deployment of Army at Printing Corporation
No.F.8(12)/2012-Cord(1).— WHEREAS the Constitution mandates Election Commission of Pakistan for the conduct of free, fair and transparent Elections and for that purpose printing of ballot papers in secure environment is extremely essential.
AND WHEREAS in view of the peculiar law and order environment, the following three locations will be required to be secured with the assistance of Pakistan Army:
a. Printing Corporation of Pakistan Press, Karachi.
b. Printing Corporation of Pakistan Press, Lahore.
c. Printing Corporation of Pakistan Press, Islamabad.
NOW THEREFORE, in exercise of the powers conferred upon it under Article 218(3) of the Constitution and all other powers enabling it in that behalf, the Election Commission of Pakistan hereby directs that:
i. One company of Army each will be deployed on above locations. Pakistan Rangers and other Law Enforcement Agencies will also assist Army where required.
ii. Army troops and its under command elements from Pakistan Rangers / other Law Enforcement Agencies will be deployed in Aid of Civil Power (IACP) under Article 245 with all its clauses/
sub-clauses inclusive with effect from 13th April 2013 till completion of duty. All modalities with respect to employment / deployment of Army and all elements under its command as mentioned herein above will be decided by Army Commanders.
iii. Printing and accounting of ballot papers will be the sole responsibility of the Commission / PCP. Army and all forces under its command will only be responsible to provide secure environment.
