Mr. Muhammad Khalid Siddiq

Additional Director General ( Admin & HR)

Mr. Muhammad Khalid Siddiq, prior to the present assignment, lastly served as Director General, Benazir Income Support Program (BISP) w.e.f. 13/7/2018 to 6/1/2022. During the period he lead the exercise to study and propose restructuring of the organization introducing the latest HR concepts to transform the organization to become one of the leading performer in Public Sector. Prior to this he was serving as the Director General, Pakistan Standards & Quality Control Authority (PSQCA). Besides this he was earlier holding the portfolio of Director General, Pakistan Council of Science & Technology, Ministry of Science & Technology. He served the Ministry of Science & Technology as Joint Technological Adviser. His previous assignments, includes his postings as Joint Secretary in the Ministry of Climate Change, Ministry of Kashmir Affairs & Gilgit-Baltistan. He has also served as Director General (P&D) looking after a significant portfolio of Development Projects.

Mr. Siddiq did his B.Sc (Electrical Engineering) in February 1985 from the University of Engineering and Technology, Lahore. He further obtained his M.Sc (Engineering) degree in the discipline of Industrial Engineering and Management from the Asian Institute of Technology, Bangkok. He also holds an M.S Degree in the Business Administration.

Mr. Siddiq holds over 33 years of professional experience in varied fields such as Industry, Quality Standards/ Control, Certification Consulting, Academics, and Public Sector Technical Governance. He has represented internationally on behalf of Government of Pakistan at different forums such as ISO, SMIIC, ECO, D-8 countries, South Asian Regional Standards organization (SARSO), Global Environment Fund (GEF), Asian Pacific Centre for information and communication Technology ( APCICT), Asian Pacific Centre for Technology Transfer (APCTT), United Nations Convention to combat desertification (UNCCD), United Nations Framework Convention to Climate Change (UNFCCC), Global Alliance for ICT and Development (GAID) etc. He has attended International Conferences / trainings in different countries such as Turkey, Germany, England, Korea, India, Iran, Nepal, Bhutan, Srilanka, Bangladesh, Abudhabi UAE, Turkemistan and Thailand. He also represented in the 72nd session of UNESCAP for the theme Science, Technology and Innovation for sustainable development, held at Bangkok , Thailand.

In the capacity of DG , PSQCA he was the Vice Chair of SMIIC for the term 2015-2017. He was also selected as the Chair of SMIIC Task Force Group (TFG) to review the SMIIC Statute, Internal regulations, Financial as well as HR regulations. The work carried out by the TFG was highly appreciated by all the member States and was adopted by the SMIIC BOD as well as the General Assembly for implementation. Mr. Siddiq participated and was successfully elected for the positions of Member of the Board of Directors, Member of Standard Management Council (SMC) and Member of the Accreditation Council (AC) for the term 2018 – 2020.
