NOMINATION PAPERS FOR ELECTION TO THE OFFICE OF THE PRESIDENT CAN BE FILED AT ISLAMABAD AS WELL AS IN THE PROVINCIAL HEADQUARTERS.

Islamabad, the 23rd August, 2008.- Kanwar Muhammad Dilshad, Secretary Election Commission of Pakistan has informed that the candidates for Election to the office of the President can file Nomination Papers before the Hon’ble Chief Election Commissioner in the Election Commission’s Secretariat, Islamabad as well as before the Hon’ble Presiding Officers at Lahore, Karachi, Peshawar and Quetta on Tuesday, the 26th August, 2008 upto 12:00 noon.
2. The Secretary Election Commission has stated that Nomination Forms for contesting Election to the office of the President can be obtained from the Election Commission of Pakistan’s Secretariat, Islamabad as well as from the offices of the Registrar of the High Court of the Province concerned and the Provincial Election Commissioners free of cost.
3. He further informed that the candidates for Presidential Election will have to submit, along with their Nomination Papers, the original extract from the existing Electoral Rolls, prepared for General Elections, 2008, issued/signed by the Registration Officer/ Deputy Election Commissioner/Assistant Election Commissioner concerned.
4. In this connection, Kanwar Dilshad has drawn attention of the candidates towards the provisions of Paragraph 4 of Second Schedule to the Constitution of the Islamic Republic of Pakistan and Rule 3(2) of the President Election Rules, 1988, which are reproduced hereunder:

At any time before noon on the day fixed for nomination any member of the Majlis-e-Shoora (Parliament) or of a Provincial Assembly may nominate for election as President a person qualified for election as President by delivering to the Presiding Officer a nomination paper, signed by himself as proposer and by another member of the Majlis-e-Shoora (Parliament) or, as the case may be Assembly as seconder, together with a statement signed by the person nominated that he consents to the nomination.
Rule 3(2) of the President Election Rules, 1988.
Every nomination paper shall be accompanied by an attested copy of the extract from the electoral roll in which the person nominated is enrolled as a voter and attested copies of the identity cards of the proposer and the seconder issued by the Senate Secretariat, National Assembly Secretariat or, as the case may be, Provincial Assemblies Secretariats.
5. He further said that the Proposer and Seconder of the candidate should be Parliamentarian or a Member of any of the Provincial Assembly. The Proposer/Seconder will have to produce his/her Identity Card, issued by the concerned Assembly Secretariat, to prove his identity before the Returning Officer/Chief Election Commissioner, at the time of Scrutiny of Nomination Papers, which will be held on Thursday, the 28th August, 2008 (at 10:00 AM) by the Hon’ble Chief Election Commissioner/Returning Officer for Election to the office of the President of Pakistan.
