Responsibilities

ELECTION RELATED MATTERS

  • The PEC performs, the duties of Returning Officers for the conduct of Senate Elections in the Province and for Elections to Reserve seats for Women/Non-Muslim in the Provincial Assembly of the Punjab and Reserve seats for women in the National Assembly from Punjab.
  • To prepare Electoral Rolls for election to the National & Provincial Assemblies and revising such Electoral Rolls annually.
  • Periodical Revision of Electoral Rolls for preparation of credible and transparent Electoral Rolls for the conduct of Elections.
  • Appointment of Enumeration staff (VOs, Supervisors). Prepare proposal for the appointment of AROs and Revising Authorities.
  • Prepare proposals for appointment of Delimitation Authorities and Delimitation Committees for carrying-out Delimitation for Local Government Elections.
  • Looking after the delimitation of Local Areas for the conduct of Local Government Elections.
  • Prepare proposals for appointment of DROs, ROs and AROs for the conduct of General Elections/Local Government Elections.
  • Preparation of list of Polling Stations for the conduct of Elections.
  • Guidance to RECs, DECs and ROs for the preparation of Electoral Rolls for Elections.

ORGANIZATIONAL MATTERS

  • Recruitment/Promotion of Ministerial staff (BS-01 to BS-16) (Non-Gazetted) as per strength sanctioned by the ECP in the PEC (HQ-office) and Subordinate offices (RECs, DECs, EOs)
  • To maintain financial check (budgeting and auditing) of PEC (HQ-office) and Subordinate offices (RECs, DECs, EOs).
  • Capacity building of PEC (HQ-office) and Subordinate offices i.e, Establishment of Offices, Construction/Hiring of Buildings, Provision of office Vehicles, Provision of items of durable goods (Machinery, Furniture items), CERS Labs in offices.
  • Coordination by PEC/JPEC at Provincial level and Commissioners/Deputy Commissioners at Divisional/District level, for the purposes of Elections.
  • Implementation of Policy/guidelines received from the ECP Secretariat, Islamabad.
  • Issuance of instructions to ensure office decorum and improve efficiency in Subordinate offices.
