Responsibilities of Human Resource (HR) Wing
  • Matters relating to appointments of Hon’ble Chief Election Commissioner and Members of Election Commission in coordination with Ministry of Parliamentary Affairs.
  • Service matters in respect of officers and staff of the Election Commission of Pakistan in BS-01 to BS-22 and equivalent including Management Scales their appointments, promotions, transfers, pension and disciplinary cases.
  • Rationalization of posts under Election Commission of Pakistan and field organizations.
  • To conduct inquiries relating to corrupt and illegal practices during Elections in respect of employees and persons allegedly found involved.
  • Appointment of contingent paid staff in the ECP Secretariat and as well as in all the offices of Provincial Election Commissioners.
  • Creation and continuation of temporary posts in BS-01 and above and equivalent in the ECP Secretariat and field organizations.
  • Extension or termination of period of contract appointments.
  • Deputation of officers from ECP to other organization and in the ECP Secretariat and its field organization
  • Matters relating to Prime Minister’s Assistance Package in respect of employees of ECP Secretariat and its field organizations.
  • Preparation of draft parawise comments and Litigation by and against the ECP Secretariat and its field organizations relating to service matters in Federal Service Tribunal, High Courts and Supreme Court of Pakistan.
  • Parliamentary business relating to National Assembly and Senate Questions
  • Implementation and successful running of Human Resource Management System (HRMS), Complaint Management System (CMS), Case Management System and ECP SMS Solution all cases involving major policy and important administrative issues.
  • Provision of requisite data to Training Wing for mandatory trainings of officers.
  • Amendments in the Election Commission of Pakistan Officers & Servants Rules, 1989
  • Termination / extension of probation period in respect of officers and staff.
  • Processing of cases relating to marriage grant / educational stipend / funeral grant etc. in respect of serving and retired employees of ECP.
  • To conduct meetings of the Central Selection Board, Departmental Selection Board, Departmental Promotion Committee for promotion of officers and staff in BS-01 and above.
  • Examination and forwarding of cases for House Building Advance, Motor Car/Motorcycle Advance and other advances.
  • Advertisement of vacant posts and recruitment there against.
  • Maintenance of Annual Confidential Reports in respect of officers ECP Secretariat and its field organizations in BS-17 and above & Staff of the ECP Secretariat, Islamabad. Maintenance of Service Book in respect of non-gezzetted staff.
  • Medical reimbursement cases in respect of serving and retired officers and staff
  • Conduct of annual medical in respect of officers of ECP Secretariat and field organizations.
  • Maintenance of Annual Assets in respect of officers ECP Secretariat and its field organizations in BS-17 and above & Staff of the ECP Secretariat, Islamabad.
