Senators Expires March 11, 2006
Islamabad, the 1st December, 2005.- Kanwar Muhammad Dilshad, Federal Secretary, Election Commission has said that according to Constitution, half of the Senators will retire after three years term. Three years terms of the present Senators will expire on March 11, 2006. Drawing of lots, as required under the law, will be held by the Hon’ble Chief Election Commissioner of Pakistan at the appropriate time.
2. Mr. Dilshad further said that modalities and procedure for drawing of lots is prescribed in Notification already issued by the Federal Government in 1988 as amended in 2003. According to laid-down procedure--
- The proceedings shall be held in the presence of the Senators or their authorized representatives and such press and media representatives as may wish to attend.
- Identical slips containing names of the Senators printed in English shall be used.
- Similarly, identical slips containing the words “first group three years term” and words “second group six years term” shall be used.
- The lots shall be drawn in the alphabetical order of Urdu in the Provinces/Areas in the following order –
(1) Balochistan;
(2) Punjab;
(3) Sindh;
(4) NWFP;
(5) FATAs; and
(6) Federal Capital.
- First lots will be drawn for general seats and then for seats reserved for women and technocrats including ulma.
- Two transparent Jars or Basket will be used. One for carrying slips with names of Senators and the other containing the slips of term of office, i.e. three years or six years.
- The Hon’ble Chief Election Commissioner will ask some one from audience to put slips in relevant Basket or Jar after reading them out loudly.
- Another person from amongst the audience shall be asked by the Chief Election Commissioner to pick up one slip from each of two Baskets turn by turn to make a pair which shall be read out by that person and duly recorded by an officer of Election Commission, signed and announced by the Chief Election Commissioner.
- The same procedure will be repeated for the seats reserved for women and seats reserved for technocrats including ulma.
- In case of Federal Capital, lots will be drawn only for general seats as term of the office of technocrat including alim and woman for Federal Capital have already been determined in the Constitution. The technocrat including alim shall retire after first three years and the woman Senator will retire after six years.
