All the independent candidates shall submit an affidavit stating that each one of them is joining a particular political party voluntarily and without any coercion. The affidavit shall be duly sworn before the Oath Commissioner and shall be deposited with the Provincial Election Commissioner concerned or with the Deputy Director (Cord.), Election Commission of Pakistan Secretariat, Islamabad.

The Secretary, Election Commission of Pakistan has drawn attention to sub-clause (d) of Clause (6) of Article 51 of the Constitution of Islamic Republic of Pakistan, which provides that the members to fill seats reserved for women which are allocated to a Province shall be elected through Proportional Representation System of Political Parties lists of candidates on the basis of total number of general seats won by each political party from the Province concerned in the National Assembly. Sub-Clause (e) further provides that the members to fill seats reserved for non-Muslims shall be elected through Proportional Representation system of political parties list of candidates on the basis of total number of general seats owned by each political party in the National Assembly

Section 42(3A) of the Representation of the People Act, 1976, read with section 50 and rule 30 of the Representation of the People (Conduct of Election) Rule, 1977, requires every candidate returned to the National Assembly and Provincial Assemblies to submit to the Returning Officer concerned, a return of election expenses within 10 days from the poll of an election. Thus successful candidates would have to submit their return of election expenses with CONCERNED RETURNING OFFICERS on or before 21-05-2013

The Presiding officers shall give a certified copy of the statement of count and the ballot paper account to such of the candidates, their election agents or polling agents as may be present [and obtain a receipt for such copy].

The CEC has raised his concerns with the Corps Commander, Karachi and DG Rangers that polling staff in many constituencies in Karachi have been threatened, which has prevented them from performing election duties. In other instances, attempts have been made to hijack the vehicles transporting voting material from the Returning Officers to the polling stations. This has caused serious delays in polling, especially in NA-250.

The ECP has established a complaint centre in the ECP Secretariat under the supervision of Director General Elections and Budget. This complaint centre will work for 24 hours and receive complaints regarding violation of code of conduct, polling stations, etc.
